The Northwest Territory: Assuring Equal Footing and Popular Sovereignty in “States Still Unformed”

 

While many delegates focused on competing North-South interests regarding westward expansion, James Wilson remained singleminded in balancing federalism, representation, and popular sovereignty in the new territories.
